The Finance and Operations apps — Finance, Supply Chain Management, Commerce, and Project Operations — carry the highest per-user prices in the family and the richest set of reduced-access options: Activity users for limited transactions, Device licences for shared shop-floor and warehouse terminals, and Team Members for read-and-approve roles.
Finance and Supply Chain Management are effectively one product licensed as two; a user who needs both takes one as base and the other as attach. Premium editions of both add included agent capacity.

Licences are usually 25–40% of five-year cost; implementation, ISV apps, storage, and support come on top.
Rules that change the bill
- Minimum purchase: Microsoft's licensing guide has historically required a minimum number of full users (20) for the first Finance, Supply Chain Management, or Commerce licence in a tenant. Confirm the current minimum — it is why F&O rarely makes sense below the mid-market.
- Finance and Supply Chain Management share one application and one database. One is the base, the other attaches at the reduced rate for the same user.
- Activity and Device licences are where warehouse, shop-floor, and requisition-only users belong; putting them on full licences is the most common F&O over-spend.
- Environments, storage, and Commerce scale units are capacity add-ons on top of user licences; Lifecycle Services sandbox tiers carry their own pricing.
