Power Apps pricing

Power Apps Premium, the 2,000-seat tier, Dataverse capacity, and what Dynamics 365 licences already include.
Power Apps is licensed per user for unlimited apps (Premium), with a lower per-user rate above 2,000 seats and a pay-as-you-go option metered per active user per app. Dataverse capacity — database, file, and log storage — is pooled at the tenant and topped up in GB add-ons.
For Dynamics 365 customers the first question is what is already covered: every Dynamics 365 licence includes rights to use the licensed app's Dataverse tables in custom apps. Standalone Power Apps licences are needed for users without a Dynamics 365 licence and for apps that add new custom tables outside the Dynamics 365 scope.

Licences are usually 25–40% of five-year cost; implementation, ISV apps, storage, and support come on top.
Rules that change the bill
- Dynamics 365 users do not need a Power Apps licence for apps that use only the Dynamics 365 app's tables. Custom tables outside that scope, or users without any Dynamics 365 licence, need Power Apps Premium or pay-as-you-go.
- Team Member users get limited Power Apps rights within their app scope; a canvas app hitting a premium connector for a Team Member user is a classic licence surprise.
- Dataverse capacity is pooled per tenant; each licence contributes a small entitlement. Clean up sandboxes and attachments before buying GB add-ons.
- Copilot Studio agents are metered separately through Copilot credits (pre-purchase or pay-as-you-go), not through Power Apps licences.

Do Dynamics 365 users need a Power Apps licence?
- Not for apps that only use their licensed Dynamics 365 app's tables. They need one for custom apps that add new Dataverse tables outside that scope.
