Premium per user, Process and Hosted Process per bot, and the process mining add-on.
Power Automate has one per-user plan — Premium — covering cloud flows, attended desktop flows, and a process-mining allowance, and two per-bot plans for unattended RPA: Process (your own machine) and Hosted Process (a Microsoft-hosted virtual machine). A tenant-level process mining add-on covers large-scale mining.
Dynamics 365 licences include Power Automate use within the licensed app's context. Standalone licences are needed for flows that serve users outside that scope, use premium connectors beyond it, or run unattended.

Licences are usually 25–40% of five-year cost; implementation, ISV apps, storage, and support come on top.
Rules that change the bill
- Flows triggered by and serving Dynamics 365 users within their app scope are covered by the Dynamics 365 licence. Flows run by unlicensed users, or against premium connectors outside that scope, need Premium.
- Unattended RPA is licensed per bot, not per user; concurrency on one machine needs more bots. Attended desktop flows are covered by the per-user Premium plan.
- Power Platform request limits apply per licence; high-volume flows on Dataverse events can hit them — plug-ins have no per-run cost and are the usual escape hatch.
- Process mining: each Premium user contributes 50 MB up to 100 GB per tenant; beyond that the tenant add-on applies.

Do Dynamics 365 users need a Power Automate licence?
- Not for flows within their licensed app's context. Flows serving users without a Dynamics 365 licence, or using premium connectors outside that scope, need a standalone plan.
What is the difference between Process and Hosted Process?
- Both license one unattended bot. Process runs on a machine you provide and register; Hosted Process includes a Microsoft-hosted virtual machine, which is why it costs more.
How is process mining licensed?
- Every Premium user includes 50 MB of process mining data, pooled up to 100 GB per tenant. The $5,000 per tenant per month add-on provides 100 GB and larger Dataverse entitlements.
