Is Power Apps included with Dynamics 365?

Yes for apps that extend Dynamics 365 tables (Accounts, Contacts, Cases, Opportunities…), no for standalone apps that need their own Dataverse tables. A Dynamics 365 user licence includes 'use rights' to build and use Power Apps against the Dynamics 365 tables in that environment — cross that boundary and you need a Power Apps per-app or per-user licence.
The rule Microsoft applies is 'restricted vs unrestricted tables'. Dynamics 365 tables (the standard CE and F&O entities) are restricted — a Dynamics 365 licence covers them. Everything else — a new custom table, a new Dataverse solution unrelated to the D365 app the user is licensed for, most premium connectors used from a canvas app — needs its own Power Apps or Power Platform licence.
In practice this means the model-driven app your consultant builds on top of Sales is included; the standalone timesheet canvas app that reads from a new custom table is not. Draw the line before build starts, not at go-live.
